Characteristics of the Job
Under the direction of the Community and Economic Development Director, manages the development and implementation of economic development programs and systems including, but not limited to, business retention, business attraction, entrepreneur development, financial packaging, business project negotiations, management and marketing; maintains and assists with administering the City’s financial incentive economic development programs; plans and recommends projects, policies and systems related to the City’s overall economic development program in support of policies, goals and objectives established by the Community and Economic Development Director by performing the following professional duties personally or through subordinate employees. This position entails considerable initiative and independent judgment within the guidelines of established policies, goals and objectives of the department and the City.
Examples of Duties
- Assist in the development and administration of policies and programs of the Community & Economic Development Department.
- Administer assigned activities with other City departments, government agencies, lending institutions, private developers and various business and community groups: establish and monitor priorities, schedules and budgets; maintain financial records on specific projects, programs and operations.
- Design, implement, and monitor the success of economic development programs such as business attraction, small business assistance, commercial revitalization, business retention and marketing key development sites.
- Serve as a liaison between property owners, businesses, City staff, and others regarding development projects and programs.
- Serve as a liaison for economic development activities with regional agencies and organizations, such as workforce training and industry trade organizations.
- Provide guidance to small-business owners on ways to improve profitability and the appropriateness of real estate acquisition.
- Coordinate and participate with site visits to major businesses.
- Assist commercial brokers in locating tenants for key development sites, including providing demographic and site planning information.
- Assist the Community and Economic Development Director in the preparation and submission of proposals for funding economic development activities.
- Update existing City economic development data, and develop efficient methods of maintaining current data on real estate trends, employment/training efforts and related issues.
- Analyze and interpret market information regarding a variety of complex data, such as sales tax revenues, employment trends, and development trends.
- Make presentations to businesses, community partners, government agencies and City Council.
- Coordinate the preparation and implementation of special projects and events for the business community.
- Prepare written and oral reports for committees, Commissions and the City Council.
- Work closely and collaboratively with the QC Chamber of Commerce on a variety of activities.
- Assist with formulation of economic development strategies and business finance.
- Supervise and participate in development of study methods and in field studies collecting, analyzing, preparing data and the development of conclusions.
- Write and direct the preparation of reports and studies: correspond and communicate with other departments, agencies, businesses, and economic interests; consult with the Community and Economic Development Director and other departments on issues regarding economic development.
- Work closely with the City’s Communications Coordinator to conduct marketing of the City’s economic development programs and City services.
- Assists in internal and external marketing of the community at meetings, conferences, trade shows, special events and company visits for the purposes of marketing and generating economic development prospects.
- Assist in the training and development of professional and technical staff members.
- Maintain liaison with federal, state and local governmental representatives.
- Other duties may be assigned.
Requirements
Training and Experience
Bachelor’s degree or equivalent from an accredited college or university in planning, public or business administration, public finance, or closely related field; and four (4) years of recent progressively responsible professional experience in economic development programming and administration, including two (2) years of supervisory experience; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Knowledge, Skills and Abilities
Thorough knowledge of the principles and practices of zoning and urban planning, economic development and of the sociological, economic and political aspects of the community; considerable knowledge of state and federal policies, laws and programs pertaining to economic development. good knowledge of the techniques of planning research and economic development and how to apply them to general and specific planning studies and projects; and methods and sources used in analyzing local economic trends and industry trends and local land use development practices, zoning and policies
Ability to perform independent financial risk analysis using financial analysis techniques such as liquidity tests, debt coverage, cash-flow analysis and capitalization analysis; plan, organize and implement a comprehensive economic development program, including proactive outreach and communication program which projects the image to the community; organize work, set priorities and exercise sound, independent judgment that is consistent with City policy and established guidelines; work effectively with a wide range of people, including but not limited to, business leaders, developers, financial institutions, citizen groups, outside agencies, interdepartmental staff, and brokers; creatively solve problems and establish and maintain a positive customer service attitude; communicate clearly and concisely, orally and in writing; and supervise the work of professional and administrative staff and consultants.
Exceptional skill in customer service and public relations in a group setting or in a one-to-one situation; maintaining effective working relationships with other employees, public officials, government agencies, business leaders, developers, financial institutions, citizen groups, outside agencies and brokers; presenting a positive image of the City; advanced skill in analyzing and solving problems; written and oral communications; making public presentations to a variety of community organizations; and understanding financial and operational information reports.
Certificates, Licenses and Registrations
- Valid Illinois driver’s license or equivalent.

Residency
Non-union employees shall live within a 20-mile radius from the City's Emergency Center, located at 1630 8th Avenue in Moline, within 1 year of hire.
